The Study Guide DOES NOT go into enough detail and I do not find the answers elsewhere to be certain about this behavior. That said, the signal strength for both APs is well above default threshold values. However, the default handoff-sta-thresh (client count) is 30. This leaves me thinking the first AP has too many clients. 5Ghz will always be preferred when signal strength is high enough, so I believe the second AP at 5Ghz.
