To successfully assign an Elastic IP (EIP) to the primary ENI of a FortiGate-VM instance, the VPC needs to have an internet gateway (IGW) attached. The IGW enables internet access for instances in public subnets, and without it, EIP assignment will fail. Once the internet gateway is attached to the VPC, you can assign the EIP to the primary ENI of the FortiGate VM. Here’s why the other options are incorrect: A: If the VPC already has a public subnet, associating it again won’t resolve the issue of needing an internet gateway. B: Shutting down the VM is not necessary for EIP assignment. The key requirement is attaching an internet gateway. D: A public routing table directs traffic to the internet gateway, but the VPC still needs an internet gateway to route traffic outside the VPC.

For me C, it make sense to creat and attach an IGW before attaching an ENI as it needs INET to work.
