Hold-down time is a setting in SD-WAN that prevents premature failover of ADVPN (Auto-Discovery VPN) shortcuts. When a shortcut tunnel goes down, FortiGate waits for the hold-down time before attempting recovery. This helps prevent flapping (frequent switching between paths).
