The default load-balancing method is sourceIP but under the system sdwan is configured with sourc-dest-ip-based. What that means is that this load balancing method is applied to the implicit deny sdwan rule as well. So B is correct if it matches or not match any sdwan rules

B is correct Source-Destination IP: FortiGate sends sessions with the same source and destination IP address pair to the same member. (CLI source-dest-ip-based)

Note that the exhibit has the load balance mode set as "source-dest-ip-based" - the answer is B.

Study Guide P176 : Source IP: This is the default algorithm. FortiGate sends sessions sourced from an IP address to the same member. (CLI source-ip-based) The answer B use "Source-Destination IP" Algorithm and is not the default one.
