After doing some research, the correct answer is D.Tactic is a specific implementation of the technique. In the MITRE ATT&CK framework Tactics represent the “why” of an ATT&CK technique or sub-technique. It is the adversary’s tactical goal: the reason for performing an action. For example, an adversary may want to achieve credential access.

Although you might be correct in terms of the "real answer", the correct answer for the exam would be "B", as it is written word by word this way on page 389 of the Study Guide.
