C - Correct FTP monitors can only download files. https://techdocs.f5.com/kb/en-us/products/big-ip_ltm/manuals/product/ltm-monitors-reference-12-0-0/4.html

Trick question - FTP monitors will logon to the FTP server and download a small file. They don’t test the ability to upload, but you can with an external monitor.
