Answer should be E. DevOps does not become interesting to a company when they have 'achieved' one of its prerequisites, but rather when it is logical for the company to adopt the framework. When a core part of the business is IT, adopting DevOps practices makes sense, as it reduces time to market and gives the company a competitive advantage.

I would agree, but I think that this is not a good question. "E" does not mention anything about SW development, and in such situation won't make sense to try to adopt DevOps.
