Inexperienced Agile teams tend to overestimate how much they will achieve in the first Sprint. Which project management activity will be most important in this case?

Determine the Velocity of the Team and plan accordingly

Use Stakeholder Management to manage expectations
My opinion: As it is the first Sprint, we cannot talk about Velocity and therefore the A cannot be correct. C can also not to do with estimation of Sprint, therefore It could be the B as only choice.
I can't see how stakeholder management should solve this problem. Determine a velocity and plan accordingly is the only answer which is a solution to the problem.
