The CHFI V9 Module 05 page 472 says: "There is no size limit for Recycle Bin in Vista and later versions of the Wiindows whereas in older versions it was limited to a maximum of 3.99 GB". I think is correct.

In Windows Vista, the Recycle Bin's capacity is determined by the percentage of disk space allocated to it. The default setting is 10% of the partition space, but this can be changed by right-clicking on the Recycle Bin and selecting Properties. The maximum capacity of the Recycle Bin will be the amount of disk space available on the partition, up to the maximum percentage allowed.

CHFI V10 PAGE 278 - There is no size limit for Recycle Bin in Vista and later versions of Windows whereas the older versions had a maximum limit of 3.99 GB. Recycle Bin cannot store items larger than its storage capacity. So unlimited should be the right answer
