In my university (Lancaster Uni) we learnt about this. Cognitive Radios basically means Smart radios. That is they are able to sense channels/frequencies (in the air) that have vacant/available/unused/white space, and from this unused space the radios/frequencies place themselves for transmission. Why do they need to sense? This is because there may be a channel/frequency that is allocated to premium user/subscribers. Cognitive radios aims to reduce the inefficiency and lack of utilization of free/unused spaces in the channel for free users/subscribers (because no premium user/subscriber will be using the channel all the time, and also frequency band are limited)
