Te question is "Which of the following is an incorrect definition or characteristics of the protocol?". So what is the "incorrect definition or characteristic of the protocol"? The protocol use XML, and not only working with HTTP, so thats why i think the correct answer would be "B".

Answer is B: Only Compatible with the application protocol HTTP. As you can see below, SOAP uses both HTTP and HTTPS; so that means the answer cannot be only HTTP. I hope this helps!
