Need to follow interface vlan 1501 with "no shutdown" to enable the port as Hideo said.
Interface VLAN 1501 is only created but not enabled. "interface vlan 1501" has to be followed by "no shutdown". Missing "no shutdown" for VLAN 1501 makes interface 1/1/54 virtually down.
