C. might be possible. The lowest priority value has the highest priority. Each gateway is assigned a priority value. But per best practice, the data network gateway should be assigned the lowest value, so as to maximise cluster performance. Unless they swapped the values of replication and production, it´s more likely to be something like D.

D is a more plausible explanation for the behavior. When one of the 10Gb ports from each of the nodes 1-4 was moved into the new pool for replication purposes and SBR was activated, some of the available bandwidth on those nodes may have been allocated to the replication subnet, resulting in reduced bandwidth capacity for the main production ports on those nodes.
