It's -63; SNR = S - N 25 = -63 - (-88)

I agree with -67, although -63 is technically feasible, non design I know of will account for the noise floor to adjust the requirements. So, knowing that certification tests try to throw you into a false answer, I believe the correct answer to the certification question is -67.
