The FCC defines the intentional radiator as all the components from the radio to the connector on the antenna, but not including the actual antenna 17dBm-3dBm=14dbm -> 14dBm=25mW, 17dBm = 50mW

Answer should be 25mw. calculations for the IR does not include the antenna.
