The correct answer is B. Because, the next logical step after identifying the problem to determine the scale of the problem. The CWNA official guide says it.

B is the correct answer. That 3 users have reported the problem does not mean that the scale of the problem has been discovered. There could me more users who have the problem. Beside, the answer clearly asks, 'With the problem identified, what is the next logical step in the troubleshooting process?'
