Would not B be the best option in this case? It seems that the employee still needs to send card data to his colleague in order to perform his job. If you quarantine all emails, how will he able to acomplish it?

We are not going to quarantine ALL emails. Just the ones that contain Card data. This can be done with a DLP solution for instance.

Outgoing means going outside the organization so the email could still get to the colleague. My issue with B is that this does nothing to stop the email if that accidental recipient was in that whitelist.
