I bet kmanb soul that is D. Low-quality resources A. Shared resources (how do we know they are shared?) B. Inter-project dependencies (makes no sense in the context) C. Resource shortages (there is no mention of this) D. Low-quality resources (The people in charge of making the project were not experts needed for it) "inherent dangers related to the autonomous control" only experts should touch this and "gate reviews were scheduled at regular intervals, but they failed." so they worked fine and delivered, but they could not make it work, thus they were not experts on the field.
