I believe that there is no statistical proof that C is correct. With a 95% Confidence Interval we are comparing to a p-value of 0.025 (half of 5%) and so A is a true statement

the question A is saying that the new layout is not bringing a significant increase (this is due a high p value) so the answer A is correct, as you declare in you explanation "The data does not show a significant increase in conversion from the new layout in Germany or France"
