It's B, and the choice should read "Coordinate with legal counsel and then NOTIFY the security team", how could you mistake "not" for "notify" ?, what a clown.

Agreed. B is the best answer here. Legal must get involved and the accounts should be frozen and or put on legal hold.

Existing users must be able to continue to work, so no account blocking etc. But secure/archive emails under legal hold. Hence D in my view.

Encrypting messages, is not relevant to implementing a legal hold on email accounts.
