I think A is correct, it is asking what is the NEXT step we should take, I have at times just skipped down to the solution or telling the customer was is wrong right away without fully going through the necessary steps needed to test everything and documenting it. Eventually we will end up telling the customer that this is normal for satellite connectivity but we want to make sure we do our due diligence as technicians to go through the troubleshooting steps that are laid before us

I agree with A being correct. While its certainly true satellite connections have latency issues, restarting a modem can help to clear out any temporary issues that may be causing high latency.

High latency is a given with Satellite. Round trip to satellite in geo syncronous orbit is 72,000KM. Therefore there will always be a latency issue. The download is very good, they state that in the question. Restarting a modem isnt a bad idea but wont solve anything here. So Answer is C
