This question is bad because if you ask Chatgpt if it's sure B is not the better answer it says that both B and C are the correct answer. I'm gonna have to double check in my CompTIA material what they stress.

Look, this is a certification exam and they are trying to check for one specific thing. Because of the one hop thing it is latency. Although I find this a horrible question. People making these questions (from comtia) are on this job not for the passion.
