If the switch isn't a PoE switch, it isn't going to magically become one by changing ports. It also is not necessarily a slower solution either assuming you have a PoE injector on hand and do not need to purchase one.
The question asks for the QUICKEST way to RESOLVE this issue. It is a unmanaged switch in a SOHO and IP phones need POE to boot. We do not know if the switch has other ports capable of POE, but due to the environment it is in and type of switch, it very well may not. Disregarding that fact, the only answer out of the given choices, that guarantees the QUICKIEST and RESOLUTION (resolves), is a POE injector. Changing ports does not guarantee it will actually RESOLVE the issue, but it does fulfill the QUICKIEST, but thats not what the question asks.
Don't overthink, device doesn't boot, logical cause is it doesn't get power, logical answer it needs power. D needs too many other variables to know if it works, so C is the answer.
But actually, considering how CompTIA wants you to think, it probably is D. If they're using VoIP, they probably have switches with PoE capabilities. Lots of assumptions, but eh.

Yes C might be the best quick solution but all A,B,C answers require sourcing parts whereas D is literally moving one wire on a switch. If that doesn't work you can escalate it to get parts.

An IT department most likely would have the required parts and would be just as fast. If D doesn't work, you still will have to do C, making D not quicker than C. With C you're guaranteed the solution works.
Assuming that the phone requires power, POE injector answers this.
Changing ports allows for another port that is set up for PoE, maybe a different VLAN, I dunno. I have to think that you would hope that the switch and power supply have anough juice to power the phone, sometimes too many phones for the switch to power, so the PoE injector would be the answer, but then again Im drunk so.....

Quickest way to resolve this issue** Taking the cable out and putting it into a new port to may be get the phone to boot sounds like a waste of time. Also we know the phone needs *PoE*.. So if we look at the possible answers, only ONE is a guarantee to work immediately and that would be C. (We don't even know if the Unmanaged switch has PoE capabilities)
