Confusing question when you read it the first time but it's basically asking "which model can you still ACCESS resources if the internet goes out." Obviously you wouldn't be able to access resources in the cloud if there is no internet connection, so private is the correct answer.

Question reads weird. My first thought was public since its just a local outage, you would be able to leave that particular LAN and access that cloud resource from elsewhere
