This question is difficult because it only says "to the cloud". It doesn't say "to the cloud, managed by external company" (SAAS) or "to our own cloud managed by us" (IAAS)
Im in between but leaning to C because most commonly when companies "move to the cloud" they are moving to Microsoft 365 or Google which is SAAS

When I think of IaaS it makes me think of a company needing hardware to do something like make their own website or server or something without buying the hardware.
Whereas SaaS is like a server to store their things and use for their own use, rather than needing Infrastructure and hardware for something.
However, I do see that BOTH could technically be right? It all depends on the way you read and phrase the question. So I think this question is dumb haha

SaaS means ready-made applications that they can just migrate to and use, less time-consuming, less expensive.
