I think its B, because compTIA never used the phrase 'researching internally or externally as needed', That part was never in the book. It should have just been, "Establish a theory of probable cause." I think it should be: B. Design a plan of action to resolve the issue and implement the solution. seeing as though he already make a backup, he already established his theory of the cause and now is establishing a plan of action to resolve the problem, and implement he solution

Don't let wording confuse you, comptia is very rigid with the troubleshooting methodology. Making a backup is seen as part of step one, as it is one of the first things you do before even Identifying the problem sometimes. The question will always show you how far down the steps the person has gone, and it says nothing about what the person has decided the issue is, so it is D.
