PCIe is NOT dedicated to external drives. PCIe has many purposes internally and also with things besides drives, such as GPU, network cards, sound cards, capture cards, etc.

M.2 is the physical slot that the NVMe drive goes inside. PCIe is the communication protocol. If the motherboard has an M.2 slot and supports PCIe, the NVMe drive will be accommodated on the motherboard.
