A Miranda of understanding is a formal agreement that outlines plans for a common line of action between two or more parties. And mou is used when companies plan to work together or partner on a project in a similar venture. I think B is most appropriate for this question

MOU is not formal. It is a verbal agreement which cant hold up in court.

MOU's can be written as well as verbal but yes you're correct in that they're not as binding for either party
