A. Obviously if the contractors are not working on the correct tasks and the right times, this is a result of poor planning and identifying dependencies. Fix the schedule, provide it to Project Teams and Contractors, then there will be no questions on what has to be worked and when.

The issue is with the subcontractors work ethic so you should meet with management to resolve this issue. Correct answer is D.

I have to agree with all4one nothing in the question states they are not working on the correct tasks at the correct time. They are behind and no one can ever be found on the contractors/subcontractors side. This leans more into work ethic.
