B doesn't sound good D not really likely. Most of 32bit software can be installed on 64bit OS A and C are good options, but it says USER which drives me more to C

They are all possible, and I thought A was the correct answer until I re-read the question and saw it mentioned that this is a "work" computer. With that in mind, I would agree that C is the MOST likely cause of the issue.
