Why not make users have a strong password and after too many attempts lock them out?

in terms of virus outbreak i think the question is asking setting up template to restrict the spread of virus which can happen if you restrict permissions. if you do strong password and lockout that prevent brute force

This won't avoid any virus. Will prevent rainbow rable or brute force, but here they're asking for virus prevention
