A packet capture using Wireshark can be used to analyze slow file transfers. You can use iperf to measure network performance but I don't know how it can be used to solve/identify a problem with slow file transfers. I am not an expert iperf user but if CompTIA is testing you on this non objective program it seems like a trap question.

This is a stupid question. I would use A if I am looking for retransmits, B for overall throughput testing, C to see if anything is hogging BW. They don't give enough info to answer.
