The project is in the Planning phase when the project manager is creating the Work Breakdown Structure (WBS).
In the Initiation phase, the project is just starting, and the project manager is defining the scope and objectives of the project.
In the Execution phase, the project manager is carrying out the work defined in the project plan, including implementing the WBS.
In the Closing phase, the project manager is wrapping up the project, including completing any remaining work, conducting a final review, and closing out the project.
B. The WBS is one of the key documents created at the end of the Planning phase.
