An organization needs a vendor to provide a solution. The organization can only describe its goals but not how to accomplish the work. Which of the following types of procurement should be used?
When a project owner has a problem they need fixed but don’t know the best way to address it, they may issue a request for information (RFI) to gather possible remedies from contractors.
Once an owner has an idea of the project they’d like to contract out, they can send out a request for proposal (RFP) from several contractors.
Sounds like RFP to me.

RFP
A Request for Proposal (RFP) is commonly used when deliverables are not well-defined or when other selection criteria will be used in addition to price. Sellers are often encouraged to offer suggestions and alternative approaches to meet the project goals. Preparing the RFP is time consuming and costly for the seller. Negotiation is expected. Because it is time-consuming and expensive to create a proposal in response to an RFP, it is typical that not all the sellers solicited will respond.
RFI
A Request for Information (RFI) is commonly used to develop lists of qualified vendors and gain more input for resource availability.
This document is used to gather relevant information about a vendor's organization and financial history, including:
• Seller organization’s history
• Balance sheets
• Business type (family owned, private, publicly listed, etc.)
• Owner’s history and background
• Bank statements for the past three years
I think RFP is a stronger answer.
The RFI and RFP are procurement documents. They are different and serve different purposes. An RFI helps an organization get details on commodities while an RFP lets bidders submit detailed solutions to the organization’s problems.
