Removing jewellery reduces the risk of electric shock to the person (jewellery metals are good conductors). ESD straps reduce static buildup and discharge, more for component protection than for a person.

A vague question....About Best Practices. I presume they are talking about electric shock to the computer you are working on maybe??? You should unplug a device you are working on, remove metalic items of clothing and have no dangling items or loose item on. Be grounded on a rubber mat, use a anti static mat on your desk, wear a ESD strap. Proper cable management would help make sure you don't mess with a live cable that you have not identified as the wrong cable to interfere with. Anti static bags are to protect internal components during transport and storage.

but when you are working on hardware you should disconnect any cable and discharge residual energy, there will be the "disconnect power cable" answer here or the question is wrong

Every piece of tech literature says to NOT wear an ESD when dealing with parts than cause electrical shock. Why is D the answer?!
