I think is A, because it say a user at a company check weather. And afternoon most chance is still in company. And when you use their network, usually you need use proxy server and not direct connect to internet. So when proxy server of the company was using went wrong, it will do this.

The correct answer should be C. Even though a proxy has cache it would be updated regularly and the key item is A USER not MULTIPLE USERS is having this issue. If more than one were having the issue it would be proxy related in my opinion.

The correct answer is C) Corrupted cache Because the webpage is saved in the cache and that's why is misbehaving and showing the same information, because is locally store in the cache. Proxy server can be correct too because the server has its own cache but at the end the problem is with CACHE, so that's why I think corrupted cache is most fitting
