An agenda makes for a more efficient and organized meeting but the question does not state the reason for poor attendance. In similar questions there is another qualifier that leads us to believe the meetings are chaotic, here there is no such mention. A is the best answer.
A doesn't make any sense to me, especially for a large organization. You would have to individually add a calendar invite to every single attendees calendar, which could end up being 100 people or more. Then do that continually on a monthly or weekly basis. That would be incredibly inefficient. If we were taking this on from your perspective, I think the read receipts would make more sense from a personal accountability standpoint.
However, I still think it is B here. D would be my second guess.
B. Publish an agenda prior to the meeting would be the BEST action for the project manager to take to improve the level of attendance.
When team members are aware of what the meeting will cover, they can better prepare and understand the importance of their presence. By publishing an agenda prior to the meeting, the project manager can ensure that everyone is aware of the purpose of the meeting and what is expected of them. This will make team members more likely to prioritize attending the meeting and being present to discuss the important matters at hand.
