I think this is B - Outsourcing since the company decided to procure services from an external resource. This could be relocation only if the entire organization relocates.
I would tend to agree with you except the use the term "moved." While most of us would assume that meant outsourcing, I think the structure of the question is deliberately misleading. I would stick with relocation.
Yeah "moved" is definitely misleading, but I don't think they mean "moved" as in physically moved. I think they just mean moved as in changed. Unfortunately, compTIA really tries to get as many gotcha's and trickery in as possible.
This is a really poorly worded question. The company entered into an agreement for call center services. This leads me to believe it is outsourced. Why would it enter into an agreement with itself? IT needed to enter into an agreement with another organization to provide the service. Thats how I see it.
