I think A is just as relevant of an answer. It is also more likely, since the PM will not have to go through the effort and budget difficulties of adding another resource to the project. It asks for most likely, and I believe the path of least resistance is more likely than budgeting a new position. We also have to consider that multiple translators may be required, making that option even less likely.
I agree with B. More tricky worded answers.
