locally stored means it hasnt been exchanged over email or a server. Youd expect the upmost expectation of privacy in your own computer.

Unless the drive is encrypted, locally stored data can be easily tracked, copied, and removed. Esspecially on a laptop.

It's not what the question is about. Expectation of privacy means that you are (within reason) sure of who would be able to access the document. Social media? It's public. Corporate file server? You often have no idea who else can access a particular folder. Locally stored? If the device is reasonably secured, you are the only one that can access the document. This question is not discussing the possibility of a system administrator accessing everything on a company device or a hacker compromising it. Email to a business client? Who knows where that spreadsheet will end up. Of all the choices, a locally stored document will have the highest expectation of privacy.
