The question asks what should have been done to prevent this from happening. In my opinion, the project manager should have recognized that the project team's task were directly related to the vendor's during the planning phase. Recognizing this during planning will avoid this schedule mismatch and prevent it from happening on the next project.

this does seem to be the right answer, of course it seems counter intuitive to delay work, but not knowing the entire scope of the project, it's possible this team could be working on something else during those 2 months, so it's reasonable.

Yes. If you're PM you do whatever you need to in order to accomplish the project.

Generally, no. I'm reminded of the expression, "A lack of planning on your part does not constitute an emergency on my part" in my work, if we have an established project and agreement with another party, just because they finished their work early doesn't mean I'll double my workforce to get the work done to match your unscheduled plans. You can ask, but we're in our right to deny your request. Which makes me think this answer is not the best choice.

not to beat a dead horse but it says "Which of the following should have occurred to prevent this issue?" crashing is never something done as part of the plan, it's only used when things go off plan.

The correct answer is A and I am prepared to die on this hill. A PM cannot crash a vendor's schedule. However, had the dependency been identified in the planning phase then the project team could have spent time elsewhere while the vendor completed their tasks.

Vendor is not ready for another 2 months but then why should the project manager crash the work by the team (their team is already ahead of schedule)?! Or am I misunderstanding the description?
