And some same brand 2U and 4U racks can use the same rail kits most server brands have few types of rail kits and able to share with different height of servers

the wording is terrible, however B appears correct: 2U equipped with own railing was brought from another location. It says admin prepares the rack, so it implies he has to do some work with that rack to accept the 2U. He prepares meaning nothing is broken, space is not an issue, cable management should not be an issue in this scenario. Mismatched rail kits is correct if to consider plural (kits) + remote location
