Because in my study guide, it didnt even mention flat organizational structure, but it does mention that with a functional organization structure the project manager doesnt have authority over the resources, so situations like this can occur in a functional organization. Flat structure is basically talking about little to no management, so i think that answer is incorrect

Another garbage question. Functional makes me think this should be a bigger company with more than 1 person that could do the task. If one person can hold up the task, I would think it's a smaller company using a Flat structure. Definitely not in any of the study material. Such is CompTIA though.
