I believe this should be functional, A. Because in my study guide, it didnt even mention flat organizational structure, but it does mention that with a functional organization structure the project manager doesnt have authority over the resources, so situations like this can occur in a functional organization. Flat structure is basically talking about little to no management, so i think that answer is incorrect

Another garbage question. Functional makes me think this should be a bigger company with more than 1 person that could do the task. If one person can hold up the task, I would think it's a smaller company using a Flat structure. Definitely not in any of the study material. Such is CompTIA though.

I vote A. Functional because it indicates the PM was not the one that approved of leave and only made aware. Flat structure is not even mentioned in the study material.

there is Flat organizations have a structure with few levels of middle management between leadership and employees—or, in some cases, no middle management at all. Small organizations and startups often have flat structures because they have fewer employees and less of a need for hierarchical management.
