Doesn't really matter who makes the request. If it is not submitted and approved then it affects scope or presents scope creep.

I'm going with C. It states that a non-stakeholder asks if things can be added. This would lead to scope creep since they are not going through the proper change request path.

Terrible question. Not enough info given to determine. Any of these could be impacted based on the request. It does not matter if the request came from a stakeholder or not.

If the project manager decides to put in a change request and it gets approved then the scope of the project has changed.

Adding items sounds like adding more resources to the project to crash schedule and this will affect COST. Some non-stakeholders may run unauthorized changes which will cause Scope Creep and this will affect Scope, but they asked the project manager ahead. So, I agree with the provided answer "COST".

Maybe the given answer it is correct? since it says 'non stakeholder'. Thin could be whoever (a team member) asking to add just items. Then, this would be scoop creep; but scope won't be affected.
