According to COMPTIA troubleshooting methodology, he is still identifying the problem. He gathered information, so the next step is to duplicate the problem. Establishing a plan is way after. 1. Identify the Problem Gather information Duplicate the problem Question users Identify the symptoms Determine if anything has changed Define individual problems clearly 2. Develop a Theory 3. Test the Theory 4. Plan of Action

The answer is right. You need to be sure the erro is still happening before escalate, you need at least duplicate the erro, trying to open the website. In those try's he did before, just checked ping, tracert and telnet, he did not try access like a customer or user.

I strongly believe that the next step should be escalation. There's no way he is going to duplicate a problem he hasn't even been able to identify.

You can use telnet to test for connectivity to any port, just the same way you use netcat. Forexample, in that case, he could have used: [telnet 192.x.x.x 80] <== This commands tests for connectivity to port 80

The network technican verified that it is not a network problem. Why should he try to duplicate the intranet webserver and continue testing instead of escalating.... makes no sense to me

the question is more a twist on the troubleshooting methodology than solving the problem - in reality i would check if the IIS service is running on the web server
