I was watching a video in udemy about this. And the explanation I got was on point.
A project is temporary, meaning it has a start and a finish.
An operation is ongoing, it will run for an indefinite amount of time.
I thought goal was an answer as well, but then I realized that running a marathon is achieving a goal but it is not a project. A project achieves a delivered product or services. Cue face palm. This test is very technically tricky.
I see where you're coming from, but to play devil's advocate, we can fit the other potential answers into that same example. For instance, running a marathon is temporary but it is not a project, also running a marathon has a start and finish but is not a project. Goals can be strategic goals or more tangible goals such as a product. I don't know what to think of this question, as I see it there are three answers. I just hope this question doesn't appear on my exam.
The achieving a goal is correct as well.. the question is out of the three which two do you chose.

Reason or Purpose: A project comes about to fulfill a purpose. This might include introducing a new product, fulfilling a business objective or strategic goal, satisfying a social need, and any number of other reasons. It's important to document and communicate the purpose and reasons for the project so that team members remain focused on achieving the goals of the project.
Stakeholder Satisfaction: A project starts once it's been identified, the objectives have been outlined in the project charter, and appropriate stakeholders have approved the project plan. A project ends when those goals have been met to the satisfaction of the stakeholders.
