I say Evaluate the impact and justify adding new work to the project. He already identified and documented. Justification is two steps before sending for approval.

According to ucertify, you should always evaluate the impact and justification of a change before dispositioning the request at CCB

Wouldn't that mean he would have to evaluate the impact first, seeing as how some key applications were NOT included?

"The project manager has identified and documented that certain key applications were not included in the scope management plan." This tells me the PM already evaluated and justified the change. I'm going with the selected answer on this one: Submit the change to the CCB
