A. Use full device encryption C - implement remote wipe Not D - device lockout policies – there are only “ACCOUNT lockout policies” to prevent unauthorized access [The question says "ensure the data on the devices is not ACCESSIBLE by unauthorized users."]

because someone could figure it out and have access to the info on the phone, so having the info encrypted is a better option, another better option would be to have the capability to perform a remote wipe before anyone accessed the data if someone got ahold of the phone.

For a pattern lock or even fingerprints and facial recognition are not helping to protect data. It just makes a user to unlock conveniently. No limit to attempts. No wipe ability after failed.

Pattern lock is actually an insecure locking method in comparison to other available types (the repetitive pattern is left on the screen by the oil from the users skin which means somebody only needs a couple of guesses to unlock) so the answer to increasing security will never be pattern lock.
