C, Cable tester. In this scenario a cable tester can verify the connectivity of one end of the cable, while you can test each of the ports of the patch panel to see where the connection is easily. A Toner on the other hand (I think they are trying to refer to a tone generator probe?) Would not work as well, since you'd send a signal down a cable, and test for an already patched cable to be giving off the tone for the probe to read.
