This one is a bit tricky but I think that C - Crash the schedule is correct. The reason I say this is because of one sentence that's included in the question. "Budget is not a concern." Fast tracking does not typically ever add additional costs but quality could suffer as risks are increased. Crashing adds resources which will incur costs. I'd agree because fast tracking only works if there are no dependencies on other tasks being completed first, which they don't discuss either. So crashing and dumping in cash it is.
